They have been hit by generations of constant warfare, conflict that maybe takes a break for a decade or so, never enough time to recover from war or for a generation to understand what peace is. Those places are going to be seen as wilder, less civilized than other places. That means that if something really bad happens in such a place, then the majority of individuals outside of it are not going to have much difficulty believing it.
What is really unfortunate is that sometimes, the pessimism that many experience when thinking about a certain region is justified. A few places are basically hell on earth. There are stories coming out of those places every day of an innocent person being decapitated for not following the right sect of their religion.
